About the Position: Serves as District Quality Management Specialist, responsible for the Quality Management System (QMS), associated processes and procedures for effective quality management.
Duties
Serve as an advisory member for the District on the Regional Quality Management Team (RQMT) and as a technical advisor to senior level managers, supervisors, and staff.
Facilitate and lead a multidisciplinary District Quality Management Team to develop, implement and improve the QMS.
Interact with consultants, contractors, private industry counterparts, etc. to collect program information and adapt the district's QMS based on successful initiatives elsewhere.
Develop and implement effective training and communication programs to achieve and maintain QMS awareness and compliance, and ISO 9001 certification.
Maintain contact with district customers at all levels for the purpose of collecting feedback and developing initiatives to improve the results of the quality management program, focusing on customer satisfaction and continuous process improvement.
Manage the audit process to include preparing audit schedules, coordinating audits with process owners, coordinating training of internal auditors, maintaining audit logs, preparing audit reports, initiating Action Requests.

In order to qualify, you must meet the specialized experience requirements described below. Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes managing an automated Quality Management System that meets International Organization for Standardization (ISO 9001) standards; employing various techniques to conduct research, data collection and data analysis; executing process improvement projects utilizing automated systems and various methodologies.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
