This position is located in the Drug Enforcement Administration (DEA), Diversion Control Division, Office of Diversion Control Policy, Diversion Planning & Resources Section (DPA). This position(s) primary purpose is to serve as Senior Program Analyst providing guidance on resource policies and issues affecting program operations.

As a Senior Program Analyst your typical work assignments may include: Serving as the subject matter expert (SME) on Diversion-specific policies and recommending decisions based on policy interpretation. Serving as Senior Program Analyst and primary point of contact for Diversion Planning & Resources Section for developing and maintaining positive relations with associated subordinate offices, organizations, and agencies involved in the Diversion program. Planning, organizing, researching, writing, and directing a wide variety of Diversion program plans, operations, outreach projects, and studies. Establishing goals, objectives, programs, and general guidance for operations subject to the framework of laws, regulations and policies of the agency. Planning, directing, and evaluating financial, technical, staffing, and other resources for the Diversion program.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You must demonstrate in your resume at least one (1) year of qualifying specialized experience. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: GS-14: Must have one (1) year of specialized experience equivalent to at least the GS-13 level or pay band in the Federal service that includes performing the following duties: 1) conducting comprehensive administrative studies and detailed analyses of complex function; 2) interpreting and revising existing policy and regulatory guidance; 3) providing guidance in the resolution of complex problems or issues impacting programs; and 4) drafting decision papers and reports. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Oral CommunicationPlanning and EvaluatingResearchWriting Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
