About the Position: The person in this position will perform a wide variety of financial management, accounting duties and financial reporting etc., advising management on operating procedures to ensure compliance with laws, regulations and policies.

Duties
Review contract budget estimates and cost proposals for programming and funding for future operations.
Update data in spreadsheets to meet multiple report formats and produce standard reports.
Review the execution of approved activity and program budgets throughout the command.
Monitor and/or update established budget data on a continuous basis.
Provide assistance to assigned project teams in budgeting and cost analysis.
Provide on-the-job training classes for Cardholders and Billing Official coordinators on all phases of Purchase Card financial reconciliation.
Serve as the liaison between the Northern Capital Region Medical Directorate (NCR-MD) and the external contracting offices and Defense Financial Assess Services (DFAS).
Ensure that all financial and contract information remains current and accurate.
Participate in decision making sessions and advise financial managers on regulatory requirements, financial policies, and data interpretation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes utilizing office automation systems to input and process budget and/or financial data; preparing a variety of reports covering the status of funds, expenses, and obligations; and providing advisory on financial matters, policies, and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Business Administration, Accounting, Economics, Statistics, Business Management or Budget. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You must attach a copy of your transcripts with your application package.
