You will serve as a SUPERVISOR IT SPECIALIST (NETWORK) in the CODE 55100 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will serve as the Deputy for Program Development (DPD) and Lead Systems Engineer (LSE) for the Tactical Networks Division (TND).
You will perform work that will require an understanding of project management and systems engineering.
You will develop and implement business strategies, budgets and staffing plans for new or expanding efforts.
You will be responsible for integrating the perspectives of project managers, division leaders, and sponsors to attain comprehensive vision and strategy within the division's major business areas.
You will provide strategic input and performance oversight for all projects and tasks in the TND.
You will provide support for proposal development and review, planning and executing capability demonstrations, identifies subject matter expertise to
augment critical Division projects.
Requirements

- This position requires the ability to obtain and maintain a TOP SECRET security clearance.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Advanced Level within 6 months of appointment.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: track project efforts to ensure that technical processes align with NIWC Pacific's best systems engineering and technical management practices
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: you will interface broadly with Branch Heads, Tech Staff, Project Managers/Leads, Stakeholders and Customers
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: you will be responsible for integrating the perspectives of project managers, division leaders, and sponsors to attain comprehensive vision and strategy within the division's major business areas.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: you will work to resolve personnel issues when they arise and exercise civilian leadership in carrying out assigned supervisory duties to include coaching, mentoring and training.
NM-05:
In addition to my experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NM-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing work that would require knowledge of the (Tactical Networks) TND projects, tasks and systems and/or performing work that will require an understanding of project management and systems engineering within the disciplines of engineering, computer science, information technology, information security, software development and/or system integration and testing.
NM-04:
In addition to my experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NM-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assist in performing work that would require knowledge of the (Tactical Networks) TND projects, tasks and systems and/or assist in performing work that will require an understanding of project management and systems engineering within the disciplines of engineering, computer science, information technology, information security, software development and/or system integration and testing.
