This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as an advisor to the Deputy Assistant Director for Strategy and Initiatives and other agency officials regarding strategic planning and improvements to the organizational processes performance with regards to global/functional initiatives impacting the Security Cooperation mission.
Duties
As a PROGRAM ANALYST at the GS-0343-11/12/13 some of your typical work assignments may include:
Researches, develops and oversees the implementation of standard methodologies, frameworks and templates to address continued and emerging initiatives including the analysis of the impact on, and requirements for, working with foreign partners to determine what resources, policies, and plans are required to posture the security cooperation community to support.
Monitors, reviews and analyzes risks and opportunities associated with policy dialogues, congressional requirements, and program implementation in order to develop, coordinate and assess accomplishment of program goals and objectives as they align to Agency's strategic plan and national security, foreign policy and defense guidance.

Qualifications
You may qualify at the GS-11 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Applying new and different planning and/or program concepts;
Analyzing and resolving major problems that are not subject to treatment by common methods;
Explaining approaches to unstructured problems;
Developing and implementing alternative courses of action, performing detailed analyses using appropriate research and analysis techniques and methodology, communicating effectively and responding to staff contacts
OR
B. Posses a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-12 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS 11 grade level in the Federal service:
developing, implementing, monitoring, and evaluating strategic plans, developing written guidance and policies that are clear and concise, and knowledge of business process improvement tools, methodology, and techniques sufficient to lead projects and develop and implement security cooperation policies and programs.
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS 12 grade level in the Federal service:
Serving as an analyst for strategic planning efforts supporting agency and security cooperation priorities programs, awareness and analysis of national security; foreign policy and defense guidance and strategies, and project management skills sufficient to lead or participate in security cooperation studies, analyses, evaluation and implementation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study.
