The primary purpose of this position is to serve as a technical advisor, planner, and programmer, providing planning, directing, organizing and implementation control over Data Center activities.
Duties
This is a developmental position with known promotion potential to the target position of 9X-11380 IT SPECIALIST (SYSANALYSIS), GS-2210-12. Incumbent works increasingly difficult developmental assignments under general supervision in preparation to serve the purpose and perform duties identified in the full performance standard core personnel document/core document.
This is a GS-11 Target 12 position and may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements.

Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Position Duties:
DUTY 1: Serves as Technical Advisor for network systems in the 88 CS Data Centers. Exercises overall responsibility for maintaining current floor plan layouts, oversight, functionality, and security for all 88 CS Data Centers systems.
DUTY 2: Plans, organizes, coordinates, and manages acquisition of IT assets. Manages life cycle design and maintenance specifications for new network system IT assets.
DUTY 3: Provides technical assistance and systems advisory services. Assess policy needs and procedures governing IT activities.
DUTY 4: Represents 88 CS with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with ABW, WPAFB tenants, LCMC, and AFMC personnel.

- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
- Failure to receive the proper IA certification may result in removal from this position.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes demonstration in applying advanced IT principles, concepts, methods, standards and practices sufficient to assess new systems design methodologies to improve software quality and review impact of network systems to data centers functionality, security, life cycle and maintenance.

EDUCATION: Completion of a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate level education (Masters degree level) that has provided you with the knowledge, skills and abilities to perform the duties of this position. Only graduate level education in excess of the first year may be used as qualifying when combining education and experience.(NOTE: Transcripts must be provided.)
SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes serving as a technical advisor with Information Technology responsibilities for planning, programming, directing, organizing and implementing Data Center Information Technology Systems activities to meet the business requirements of customer organizations as well as experience in acquisition requirements for life cycle design, security and maintenance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and skill in applying IT principals, methods, and practices for integrating information system components sufficient to plan and coordinate efforts.
Knowledge of system analysis principles and techniques; process engineering concepts; enterprise IT architecture; and new IT technologies, e.g., e-business ideas, prototypes, pilots, and operational applications.
Ability to perform systems analysis of existing technology, initiate plans for acquisition enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefs.
Ability to keep up to date on technological advances and predict how management can meet future requirements.
Advanced skill in applying, highly complex IT security principles, concepts, methods, standards, and practices.
Ability to effectively communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
