This position is located in the Executive Secretariat, Office of the Executive Director, General Services Office (GSO). The Executive Secretariat (S/ES) is the Secretary’s coordination and communications organization, and the Office of the Executive Director (EX) provides management and logistical support services to the Secretary, the Deputy Secretary, and top-level Department principals and their staff.
Duties
Provides responsible and accountable leadership, management, technical direction, guidance, and advice to Division staff and serves as the accountable authority to higher-level management officials with regards to assigned areas.
Manages GSO employee training and career development, resource management, and provides advisory consultation on major administrative support matters to the Executive Director and other management officials in the Bureau.
Represents the Bureau on various task forces, committees, and working groups concerned with domestic and overseas administrative issues related to space, emergency planning, security, and other related areas.
Leads the team that handles all ground logistics for the Secretary’s departure and arrivals at Joint Base Andrews.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience establishing the goals and objectives of an organization's operation and administrative functions.
Experience analyzing a range of administrative, resource allocation, acquisitions, and programs to make recommendations to senior management.
Experience providing advice, counsel, or instruction to employees on both work and administrative matters.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
