Duties
Within CISA, the National Risk Management Center (NRMC) is a risk-driven analysis and planning center focused on addressing significant risks to our national critical functions. NRMC works with partners to generate solutions to the most complex, strategic risks to critical infrastructure. To accomplish this mission, NRMC operates using a collaborative model that relies on close integration with Federal, State, Local, Tribal, and Territorial (SLTT) government partners, and diverse private sector partners.
In this position, you will serve as Management and Program Analyst. At full performance level, typical work assignments include:
Conducting a variety of complex projects and studies that encompass the analysis and evaluation of the distribution of work in the development of plans in support of CISA priorities and NRMC portfolios and task forces.
Providing coordination and direction of priorities for the National Risk Management Center and conducting a variety of authoritative, comprehensive, complex and sensitive/classified projects and studies that encompass the analysis and evaluation of the distribution of work in the development of strategies and plans.
Gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive risk management challenges. Leveraging project and program management skills to ensure effectiveness and efficiency of work operations.
Planning, executing, and reporting on original or ongoing analyses, evaluations, or investigations with varied complex features that require a fresh approach to resolve new problems, such as evaluating changes that could result from proposed legislative or regulatory guidelines or from variations in demand for program services.
Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range goals of the organization, developing detailed plans for implementing them, and overseeing implementation of the goals in subordinate organizations.
Providing advice and guidance to resolve, implement, or manage program or policy issues that involve major areas of uncertainty in approach or methodology.
Presenting findings and recommendations on complex issues or problems impacting major programs.
Qualifications
You qualify for the GS-13 grade level, if you have
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
1. Conducting projects and studies to evaluate and analyze work distribution and plan development.
2. Analyzing and assessing risk management challenges and developing recommendations to resolve them.
3. Applying qualitative and quantitative methods for assessing short- and long-range organizational goals and developing implementation plans; and
4. Providing advice and guidance to resolve and implement policy issues that involve major areas of uncertainty.
You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:
1. Conducting projects and studies to evaluate and analyze work distribution and plan development.
2. Leading in the development of new plans, programs, and initiatives and determining approaches to achieve organizational objectives.
3. Analyzing and assessing risk management challenges and developing recommendations to resolve them.
4. Applying qualitative and quantitative methods for assessing short- and long-range organizational goals and assisting in the development of implementation plans; and
5. Providing advice and guidance to resolve, implement, and manage policy issues that involve major areas of uncertainty.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.

Education
