The Supervisory Government Information Specialist is located within the Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) Office of Mission Support (OMS). OMS provides a wide range of service-oriented activities that deliver high-level administrative support and expertise in accordance with VBA Directives as they relate to forms, publications, automation, and records management for the Freedom of Information Act (FOIA), and the Privacy Act of 1974 programs.
Duties
Directs, assigns work, and oversees work assignments within the staff framework.
Develops performance standards and evaluations.
Evaluates work performance of subordinates and develops performance appraisals.
Recommends awards or bonuses for subordinate staff employees.
Effects minor disciplinary measures, such as warnings and reprimands, and recommends other action in more serious cases.
Hears and resolves grievances of subordinate employees.
Plans staff workload on a weekly and monthly basis and develop projections for future quarters and project years.
Adjusts staffing levels or work procedures to accommodate resource allocations made by the Supervisor and/or Executive level Directors.
Ensures efficient use of assigned staff.
Ensures effective communications and timely distribution of information pertinent to affected programs, employees' internal personnel and administrative actions, to include salary and pay-related and time keeping actions.
Implements and manages the Department's FOIA and Privacy Act programs. Develops Privacy Act policies, procedures, and guidelines for the Department.
Participates in the policy development and decision-making process, making recommendations concerning the Department's compliance with FOIA and Privacy Act requirements.
Develops and promulgates Departmental policy pertaining to the FOIA and Privacy Act. VBACO-wide responsibility for efficient and appropriate compliance with the FOIA and Privacy Act.
Conducts studies and oversees projects relative to the efficient management and operations of agency FOIA and Privacy Act programs.
Ensures the Chief of Information (CIO) and the Departments Chief FOIA Officer on the development and implementation of FOIA and Privacy Act policies, plans and procedures.
Oversees coordination and review of VA's responses to, complex FOIA and Privacy Act requests for information; Congressional and executive level correspondences for review and concurrence,
Assessing privacy risks associated with programs, operations, and technology; planning and conducting educational training sessions on FOIA and Privacy Act requirements; developing, delivering, and supporting information technology (IT} systems and services, and requires practical knowledge of IT principles, concepts, and methods.
Analyzes the impact, feasibility, practicality, and effectiveness of FOIA and Privacy Act standards, regulations, programs, and policies; evaluates, processes, and makes recommendations for effective organizational changes; conducts fact-finding and investigations into more effective and efficient ways of managing the organization's work.
Makes final determination on reliability of information under the FOIA and Privacy Act.
Promotion Potential: GS-15 is the full performance level.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-15 position you must have served 52 weeks at the GS-14 level.

Specialized Experience at the GS-14 grade level and above includes:
Experience in implementing and managing FOIA and Privacy Act programs.
Experience in policy development and decision-making process, making recommendations concerning compliance with FOIA and Privacy Act requirements.
Experience managing program evaluations, development of reports on program status and management of data systems for the program, and the provision of information and advice to field activities.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts.
