About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th Military Intelligence Brigade responsible for coordinating civilian personnel and administrative services for the Brigade.
Duties
Establishing and maintaining databases for tracking civilian personnel strength, vacancies, and Table of Distribution and Allowances (TDA) authorizations/requirements
Developing, compiling, and managing metrics reports to provide to higher headquarters
Providing technical guidance and assistance regarding Defense Civilian Intelligence Personnel System (DCIPS) civilian personnel procedures, regulations, and policies
Providing guidance on civilian performance issues, leave administration, and Workmen's Compensation
In-processing and out-processing civilian employees to and from the Brigade
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
- Temporary duty (TDY) travel may be required 10% or less.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Position is Non-Combat Essential (NCE) and could be assigned to any location worldwide. Incumbent must maintain suitability for assignment to an austere and stressful combat environment.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience and/or education, your resume must describe at least one (1) year of experience equivalent to the GG/GS-09 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Assisting in the establishment and maintenance of databases for tracking personnel strength, vacancies and TDA authorizations and requirements; providing technical guidance, assistance and information regarding Defense Civilian Intelligence Personnel System (DCIPS) personnel procedures, regulations, and policies; executing the in-processing of new employees and out-processing of departing employees; and, participating in the administration of civilian personnel management actions consistent with Defense Civilian Intelligence Personnel System (DCIPS) Guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09).
OR
Successful completion of a Ph.D. or equivalent doctoral degree; OR three (3) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources or Business Administration. NOTE: You must attach a copy of your transcripts for verification.
OR
Specialized experience as described above, but less than one year; AND at least two years of graduate education as described above, but less than the required three years. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. NOTE: You must attach a copy of your transcripts for verification.
