You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Acquisition and Financial Division (Code 10B1) within the Corporate Operations Department of CARDEROCK DIV NS.
Duties
You will serve as a Contracting Officer Representative (COR) primarily in support of Security Operations providing overall contract performance, policy, compliance, and contract oversight.
You will provide acquisition and contract support to Department 10 program managers in the support of contracts requirement packages, including service and construction contracts.
You will be responsible for coordinating procurement actions and other support services through warranted contracting agencies such as, but not limited to NSWC Acquisition Department, General Services Administration, and Defense Logistics Agency.
You will coordinate, communicate, and assist non-acquisition personnel with defining requirements, assessing contractor performance, and acquisition planning for future budgetary and mission execution.
You will prepare Statements of Work/Performance Work Statements, Acquisition Plans and Strategies, Review
Requests for Proposals, Contract Data Requirements Lists, Independent Government Estimates, and Justifications and Approvals.
You will develop procurement requests, contract modifications, task orders, technical instructions for technical projects.
You will perform COR surveillance, contractor performance assessments, and on site inspections of work completed to ensure compliance.
You will track financial progress and execution of contractors against the budget, and work with government, academia, and industry to understand the contract requirements and potential issues.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the NT-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-04 pay band (GS-11/12 equivalent) in the federal service or equivalent experience in the private or public sector utilizing knowledge of the Federal Acquisition Regulations (FAR) as a Contracting Officer's Representativein the planning, execution and oversight of construction or service contracts (e.g. defining requirements, preparing performance work statements, reviewing proposals, generating government estimates, and conducting inspections) to ensure requirements are met.
For the NT-04: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-03 pay band (GS-09/10 equivalent) in the federal service or equivalent experience in the private or public sector utilizing knowledge of the Federal Acquisition Regulations (FAR) as a Contracting Officer's Representative analyzing acquisition management functions for construction or service contracts.

Education
The following education can be substituted for specialized experience at the NT-04 level:
A Ph.D. or equivalent doctoral degree.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
An LL.M. degree that is related to the position being filled.

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
