This position is located in the HIV/HCV/STI Branch (HHSB), Division of Clinical and Community Services (DCCS), Office of Clinical and Community Services (OCPS). The purpose of this position is to provide clinical program tracking and analysis and advise on the Agency's HIV/HCV/STI and Two-Spirit and LGBTQI+ policy and operational issues. The incumbent in this position reports to the Branch Chief, HHSB.
Duties
Provide Advisement, Guidance, and Planning of HIV/HCV/STI Programs and Community-Related Projects: Coordinate the development and implementation of Indian Health Service HIV/HCV/STI guidelines, standards, policies, and procedures. Develop and implement objectives, priorities, strategies, collaboratives, and other methodologies to achieve the mission of the program. In collaboration with the HIV/HCV/STI Branch Chief, provide advisement on the administration and implementation of the HIV/HCV/STI program. This work involves close coordination with the IHS Division of Grants Management, Tribal Epidemiology Centers, National Indian Health Board, National Council on Urban Indian Health, IHS Area Office Directors, Area Behavioral Health Consultants, Area Nurse Consultants, Area Chief Medical Officers, tribal leaders, and other partners and stakeholders.
Monitor and Evaluate the Effectiveness of the HIV/HCV/STI Program: Evaluate the effectiveness of the HIV/HCV/STI program. Provide needed updates and revisions to the HIV/HCV/STI databases while working closely with the Office of Information Technology (OIT) and Office of Public Health Support (OPHS). Work with the IHS HIV/HCV/STI national data coordinator and national/regional technical assistance providers to monitor compliance with progress reports from funded HIV/HCV/STI projects to support the Agency's data collection requirements.
Oversee and Administer Clinical Training and Technical Assistance for HIV/HCV/STI Program: Provide clinical leadership, technical assistance, collaboration, and training to HIV/HCV/STI program staff, other programs, divisions within the Office of Clinical and Preventive Services, the Indian Health Service, and other agencies on research and coordination of HIV/HCV/STI clinical services, development, and dissemination of technical and clinical information to I/T/U programs and quality improvement.
Develop Reports, Public Communication, Messaging, and Presentations: In collaboration with the HIV/HCV/STI Branch Chief, the incumbent perform critical professional staff functions for the Director, DCCS, and HIV/HCV/STI Branch Chief. These include preparing written reports, briefing documents, and correspondence related to HIV/HCV/STI treatment policy, handling internal and external scheduled reporting requirements, and responding to internal and external inquiries or requests for information.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: providing national technical advice and assistance to internal and external stakeholders on HIV/HCV/STI programs and projects, ensuring national compliance with policy or legislative requirements for HIV/HCV/STI public health programs; compiling national qualitative and/or quantitative public health data and providing summaries related to the effectiveness of HIV/HCV/STI public health programs in meeting established goals.
SELECTIVE PLACEMENT FACTOR: The selected individual is required to hold and maintain a HIV Specialist (AAHIVS/AAHIVE) certification. If certification is not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
