The VA Northeast Ohio Healthcare System is recruiting for a Management and Program Analyst. The Management and Program Analyst will function in Surgical Service.

Duties

Clinical Practice Management and Data Analysis -Serves as primary Clinical Practice Manager for assigned clinical section(s); provides cross-coverage for other clinical sections within Surgery as needed -Ensures maximum patient access, operational and scheduling efficiency to meet facility and national performance expectations -Performs oversight of daily clinical operations, administrative processes and people within the outpatient and inpatient clinic setting for their assigned clinical sections(s) -Evaluates section performance and resources necessary to fully meet the patient care mission of the section -Develops, implements and/or directly applies processes, procedures, analytic techniques and educational materials and training to maximize patient access, operational efficiency, and staff resource allocation in compliance with local, VISN and VACO performance metrics, policy, and procedures -Utilizes a broad range of local and national administrative, technical and data resources in daily performance of the position -Attends internal operations meetings for the assigned clinical section(s) to assess clinical demand and capacity and implements adjustments in resource deployment as needed -Prepares all data and presentations for routine meetings for their assigned clinical sections(s) -Oversees planned and unplanned leave for both clinical and administrative employees to coordinate necessary coverage to minimize impact to the patient -Identifies and communicates factors that impact patient demand and access; makes and implements recommendations to mitigate loss in capacity -Monitors leave and travel requests and impact on clinical capacity and patient access -Assesses impact and independently arranges coverage; works with section and Service leadership to resolve coverage issues -Pulls and reviews appropriate supply and demand for individual specialties via a variety of reports or facility-specific or service-specific dashboards -Develops backlog reduction plans when access challenges exist by analyzing supply & demand -Reviews provider utilization -Reviews all labor mapping of providers within the assigned clinical section(s) at least quarterly; ensures accuracy of programming in the DSS system -Ensures accurate population and management of labor mapping spreadsheets for the assigned clinical sections -Reviews and manages the consult process for the assigned clinical section(s) -Generates the daily directive for the assigned clinical section(s) -Analyzes numerous clinical documentation reports within the assigned clinical section(s) Procurement and Facilities Management -Enters request for additional supplies within the outpatient clinics -Enters equipment requests -Submits contracting packages as needed for equipment or supply purchases -Collaborates with Surgical Service sections to determine supply and equipment needs -Oversees biomed concerns within the clinic space and pertaining to patient care -Coordinates completion of repairs and equipment management -Serves as IT liaison for Surgical Service and ensures ticket completion and resolution pertaining to functions within outpatient clinics -Enters Maximo Request when required for facility related concerns within outpatient clinics -Manages service Equipment Inventory List (EIL) for timely completion and review -Collaborates with additional services in the area to ensure outpatient clinic needs are met Technical Guidance/Management -Works within the physical space and fully understands staff roles, technical equipment, and workflow involved in all clinical venues -Provides coordination, instruction, and education to Surgery, PCAS, COPS and other VA support staff to ensure that patients receive appointments within expected timeframes -Manages and tracks patients who need to be outsourced for their clinical care, non-VA care as well as the VA Choice program; ensures that appropriate processes and communications are complete -Maintains current knowledge and thoroughly understands local, VISN and national policies on data issues that impact the clinical section -Provides technical guidance to the respective section chief, providers, techs, etc -Develops and updates training materials and guidance documents -Created and maintains tools to provide orientation and training for new staff and for cross coverage across other clinical section data managers -Utilizes a broad range of virtual telecommunication methods as well as face to face meetings; selects the most effective communication methods to meet clinical section, facility, and agency goals Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00am to 4:30pm, Variable Based on needs of the service Virtual: This is not a virtual position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. You may qualify based on your experience and/or education as described below: GS-07 Management and Program Analyst, Specialized Experience and/or Education Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing work processes, evaluating overall program operations, oversight of administrative and human resources requirements, assisting with procurement and contracting, identifying complex administrative problems and developing solutions, developing reports, analyzing and summarizing data, maintaining and monitoring data and making recommendations based on analysis, maintaining computerized databases or information tracking systems, collecting, compiling and organizing information, and using computer systems or applications to access, create, edit or retrieve data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) OR, Superior Academic Achievement: Applicants may also substitute education for the required experience based on superior academic achievement. To qualify based on education for this grade level you must have successfully completed a Bachelor's degree related to the work of the position with Superior Academic Achievement. You must have an equivalent combination of specialized experience and graduate level education to meet the total requirements. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. You must have an combination of specialized experience and graduate level education beyond one (1) year.
