Duties
Evaluates and analyzes the customer's business system requirements, interface requirements including APIs and coordinates with various stakeholders as applicable.
Serves as a senior member in project support teams to assist with various modernization projects to include software re-engineering, upgrades and rationalization, alignment with enterprise level capabilities and standardization initiatives.
Provides technical expertise for the planning, design, development, testing, implementation, and sustainment phases of various capabilities including APIs.
Conducts team meetings and provides expert technical direction to team members, who use a variety of application programming languages and programming tools to develop/modify applications and interfaces.
Performs research and analysis on state-of-the-art systems development methodologies, practices, tools, and available technology to determine applicability, desirability, and availability for potential utilization in assigned AIS or AIS Subsystem(s).
Prepares technical specifications for software Requests for Proposal (RFP) or Requests for Quotation (RFQ) and participates in evaluating technical proposals.
Provides expertise and technical direction to team members to ensure compliance with DoD/DLA acquisition, Software Quality Assurance, and Configuration Management standards on assigned projects.
Provides expertise and technical direction to team members in preparation of Software Test Descriptions and test data for testing.
Interfaces with internal and external auditor to ensure audit compliance.

Qualifications
To qualify for an IT Specialist (SYSANAL YSIS) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Mastery of one or more of the specialty areas such as applications design, database architecture, and systems architecture in order to function as the technical authority in support of assigned AISs or AIS Subsystem(s) covering a wide range of applications and technology.
- Knowledge of work processes, workload, applicable laws, regulations, computer equipment, system software, etc. of an assigned AIS or AIS Subsystem(s) in order to predict impact on the system or subsystem(s) from a given change.
