Duties
The incumbent works in the Defense Logistics Agency (DLA), Information Operations (J6), Program Executive Office (J62), Enterprise Data Warehouse (EDW) Program (J62KB).
As a manager of an Information Technology (IT) software development/integration project team or program area support team, the incumbent is responsible for varied Project Management and related services.
Services include, but are not limited to, managing, controlling, tracking, and reporting on all Business Systems software development/integration projects from the receipt of the requirement throughout the product's lifecycle.
Services are performed for EDW applications inclusive of SAP Business Warehouse, Business Objects, Cloudera Data Platform, Qlik, Enterprise SAS, and Enterprise Dashboard on D3/MEAN stack supporting DLA's enterprise analytical community.
Work consists of managing projects utilizing resources assigned in a matrix environment and /or independent business process areas to design, develop, modify, and maintain the applications, components
(cont.) interfaces and extensions that comprise agency wide Automated Information Systems (AISs).
Interprets and clarifies policies, procedures, performance standards and monitoring techniques related to audit readiness, developed software development or changes.
Applies the following: IT program management approaches, emerging IT acquisition strategies, performance measures and quality management, acquisition planning, information assurance, systems engineering
(cont.) IT systems sustainment approaches, and systems engineering activities as they relate to program protection, interoperability, and technology.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Prepares/maintains project in accordance with agile scrum principles. Negotiates and documents project commitments with appropriate organizations to ensure timely execution of deliverables within budget.
Analyzes software development/integration to permit accurate assessments of existing IT capabilities and determines the applicability of evolving technologies.
Translates general customer requirements into specific use cases. Manage delivering the use cases through various sprint cycles minimizing backlog.
Provides advice and assistance for self-service analytical tools such as Qlik, Business Objects, Enterprise SAS and tools providing AI/ML capabilities such as Cloudera. Assures that software products remain consistent with the requirements baseline.
