You will serve as a HUMAN RESOURCES SPECIALIST in the Total Fleet Force Manpower and Personnel of OPERATIONAL SUPPORT FACILITY.
Duties
You will provide technical advice and assistance to activity heads, functional program managers, and servicing personnel and HR Specialists on solutions to problems and issues.
You will be working with COMPACFLT Program Managers on operational workforce planning, in addition to working with other Command Fleets on DON-wide initiatives such as the Japan Sustainment and the Forward Deployed Naval Forces Manning strategy.
You will assess validation of workforce requirements and resourcing, determine risk and assessment/impact of potential program fluctuations and be involved in future budget and manpower requirements.
You will be involved in collection of a variety of data, interpretation of laws and regulations, and analysis of complex workforce resource problems and situations that affect a number of Headquarter activities and occupations.
You will serve as the expert on and provide support to the Director, Civilian Human Resources (DCHR) in the management of financial and human resource assets for the N1CP operations including the three COMPACFLT HROs.
You will study program operations and issues and identify weakness or gaps in needed policy guidance.
You will advise supervisors, managers, and employees on civilian workforce development program policies, regulatory requirements, and procedures.
You will serve as the Performance Management (IPMS) Program Manager.
You will provide assistance to N1CP to include preparing correspondence, report or slides for presentations and briefings higher level managers.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience providing guidance regarding the planning, monitoring, and rating of employees' performance; planning, evaluating, and advising on employee development programs; and analyzing financial data to identify trends in human resources programs' resource allocations.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience providing guidance regarding the planning, monitoring, and rating of employees' performance; planning, evaluating, and advising on employee development programs; and reporting on the financial status of human resources programs' resources.
