The incumbant to this position serves as a Management Analyst in the Office of Management (OM), Office of the Director (OD), National Institutes of Health (NIH).
Duties
Serves as a high-level management analyst as well as the OM financial coordinator, with responsibility for conducting comprehensive management
studies of complex processes, functions and procedures related to OM programs.
Oversees and coordinates high level budget development, formulation, and execution functions for the offices comprising the OM.
Develops procedures and methods to budget for long-range funding and to meet changing program needs.
Coordinates the OM Risk Management program for each cycle.
Leads a team in conducting comprehensive management studies, reviews, research used analyses of complex processes, functions and procedures related to OM programs.
Presents oral and written reports on the results of review activities and investigations including findings, supporting statements, conclusions, recommendations, statistical charts and graphs, to portray operations, and support recommended actions.
Analyzes new legislation, policies, program initiatives and regulations and requirements to determine impact on programs and whether it is necessary to issue new policies and instructions.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: leading studies employing qualitative (e.g., focus groups, individual interviews, observations) and quantitative (e.g., surveys, cost-benefit analyses, budget analyses, feasibility studies) assessment methods to evaluate policies and procedures to improve organizational management and recommend efficient, effective, and economical ways to meet established goals and objectives for administrative, financial, and budgeting operations; providing advice to senior level management and program managers concerning complex financial, budgetary, and administrative management issues; providing technical leadership to a team performing management analysis activities; and, developing and implementing business and organizational strategies.
