This position is located in the US Department of Agriculture, Office of the Chief Financial Officer, Associate Chief Financial Officer for Shared Services, Financial Management Services Center, Quality and Production Management Division, Quality Assurance Branch. The incumbent supports the implementation, rollout and continuation of operation activities of Financial Modernization Management Initiative (FMMI).

Duties

Monitors quality assurance testing to determine conformance with policy and procedures with sound practices. Leads staff in facilitating the quality assurance and delivery of information technology products. Incorporates a wide range of computer techniques, requirements, methods, and procedures for testing a variety of IT system. Advises management and users on software and hardware solutions, or upgrades that improve systems and operations effectiveness for all network systems. Develop and implement metrics to evaluate performance toward enterprise architecture goals.

Requirements

Qualifications

You must possess the SELECTIVE PLACEMENT FACTOR (SPF) requirement indicated below, plus additional specialized experience to be considered eligible for this position. SELECTIVE PLACEMENT FACTOR (SPF): This position has an SPF which is requires recent experience in System Application and Products/Enterprise Resource Planning (SAP ERP)/Financial ModernizationManagement Initiative (FMMI) Financial Software Testing. This experience requires knowledge of the SAP software architecture, system configuration and customization. Knowledge of SAP ERP modules and Financial Management Services(FMS) business and governance processes and creating user and technical guides for SAP ERP systems. To qualify for the GS 14: One (1) year of specialized experience at or equivalent to the GS 13 level in the Federal sector or equivalent responsibility in the private sector performing duties such as: Financial software quality testing and SAP specific testing; managing the implementation, rollout, and continuation of operation activities of the financial software releases including technical and security integration, Government acceptance testing, stress testing, benchmarking, interface development, integration of features and functions, and developing and configuring SAP security features and: Attention to Detail Is thorough when performing work and conscientious about attending to detail. Problem Solving Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
