About the Position: This position is for a Human Capital Management Specialist with the U.S. Army Materiel Command, Deputy Chief of Staff, G-1, located at Redstone Arsenal, Alabama.
Duties
Formulates and administers strategic human capital management plans, programs and goals for use across AMC and it’s subordinate elements worldwide.
Coordinate Human Resources, CPAC, Manpower, Budget, and subordinate command operations and activities associated with workforce analysis to identify workforce
and capability gaps, future workload requirements, and provides advice and guidance to resolve, implement or manage program or policy issues that involve areas of uncertainty in approach or methodology with regards to the workforce.
Ensure that the strategic human capital management plans, programs, and goals are properly engaged within the AMC G-1 and subordinate organizations.
Recommend to top level management the development and/or adaptation of rules, regulations, and procedures affecting the Division mission, functions and staffing criteria in accordance with laws, policies and regulations of higher authority.
Recommend solutions to management team and government entities regarding the recruitment, retention, engagement, growth and development of the AMC workforce while ensuring an efficient and economical use of resources.
Requirements

- This position requires the incumbent to obtain and maintain a Secret security clearance.
- This position requires Temporary Duty (TDY) up to 10% of the time.
- This position may require a one year probation.

Specialized Experience: One year of specialized experience which includes applying Human Resource Management (HRM) principles, concepts and practices to create solutions to broad range of human resource challenges. Collecting data from a variety of automated and manual sources and analyzing and interpreting the results to drive decisions, monitor program operations and predict needs and outcomes. Executing federal human resource/human capital programs across a global footprint. Developing and implementing human resources policies, strategies, and measures of effectiveness. Formulating and administering long and short range human capital management plans, programs and goals covering a broad range of recruitment and retention concerns. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
