This position is in the Dermatology Service which is an office under the Chief of Staff. The incumbent serves as an advisor and analyst for the delivery of training, utilization management and patient flow within the Dermatology Service. The incumbent performs analysis, evaluations and advisory assignments related to the effectiveness and efficiency of coordination of care and utilization initiatives for the service.

Duties

As a Administrative Officer, you will: Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of all Dermatology Service operations in meeting established goals, objectives, patient care needs and reduction in facility expense. Analyzes new or proposed legislation or regulations to determine impact on care coordination, program utilization, administration, and management. Identifies data required for use in the management and direction of programs. Reviews, analyzes, and evaluates the accomplishment of the service by review of reports, studies, projects, and information provided by support personnel, contractors, and other agencies. Identifies existing or potential problem areas and recommends corrective action of preventive measures. Accesses WebHR to submit and/or approve all Requests for Personnel Actions (SF-52s), completes and/or assembles all required personnel documentation for the assigned Service Line and ensures that all Human Resources actions are completed in accordance with Human Resources policies. Meets frequently with Dermatology leadership, advising and providing recommendations to them on issues that affect the Dermatology Service and the impact on SLVHCS. Evaluates processes or makes recommendations for effective organizational changes to better meet program needs. Manages the budget for the overall Dermatology Service and is the quality and administrative manager for Dermatology programs, tracks expenditures and ensures FCP balances are correct. Coordinates the acquisition of supplies and equipment including reviewing and signing for incurred expenses as the approving official for all requests for supplies and equipment needed by the Service Line. Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas. Investigates adverse Dermatology Service quality trends or conditions and initiates corrective action. S/he develops organizational strategies or studies to identify opportunities to improve customer service, cost reduction and efficiency processes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions.. NOTE: This experience must be supported by your resume to be creditable. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond first two graduate years or 36 semester hours. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and accomplished in an office environment. The incumbent may occasionally need to walk/travel to other sites or affiliates to procure documents, provide training, attend meetings or aid.
