The primary purpose of the Administrative Officer is to coordinate the administrative duties of Social Work Service to guarantee the primary goal of optimally delivering high-quality care to the Veterans at the Southeast Louisiana Health Care System, in New Orleans, Louisiana.

Duties

Assists supervisors, faculty, and staff in projecting needed changes based on data and recommends appropriate actions to improve performance. Prepares service and annual reports as needed. Monitors the accumulation of data from varied sections of Social Work to assist the Chief in preparation of the Annual Strategic Business plan. Implements the management of resources including authorized FTEE's, overtime and fund control points to ensure resources are within established guidelines. Prepares service line reports regarding budget information and overtime. Provides guidance and direction to licensed staff regarding directives, policies and standard operating procedures to assure efficiency and customer satisfaction. Develops performance standards, writes position descriptions and assists in the recruiting and hiring of non-clinical employees Coordinates with Human Resources Service on all matters affecting employee personnel actions to include recruitment, coordination and proficiencies. Oversees various projects and studies that involve issues of effectiveness, efficiency, productivity and proposed programs. Evaluates work performance and develops performance standards. Work Schedule: Monday-Friday 7:30-4:00pm, subject to change based on the needs of the facility. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Guides, educates, and mentors all administrative and support staff members within the Service through servant leadership methodology and goal directed services Processes and reviews documents Interacts effectively with staff members, leadership, and service population to ensure timely and effective communication and service delivery. Utilizes electronic systems to gather, review, input, update, access, organize, process, and to maintain information for use in litigation and/or to accomplish time or case management functions. Prepares Service Line reports, analyses, responses, Action Plans, letters from members of Congress and community partners in current, appropriate formats and language for the Service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or - 3 full years of progressively higher level graduate education leading to such a degree or - LL.M., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of two years (36 credit hours) may be used to qualify applicants for positions at grades GS-11. [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of the job are generally limited to movement about the Health Care System to coordinate with various individuals, Services, and Department Leadership groups. This may involve walking, bending, climbing stairs and carrying light weight equipment. There will be some physical exertion or effort from time to time. The mental stress of the job is constant and considered a significant factor. However, there should be intermittent job satisfaction to relieve some of the tensions and frustration.
