This position is in the Associate Chief of Staff for Mental Health (ACOS/MH) under the Chief of Staff. Oversees the day-to-day management and administrative activities for a service with diverse programs, activities and professional disciplines. ACOS/MH supports and works in tandem with other Services and programs throughout the facility.
Duties
Duties to include but not limited to:
Plans, organizes, and directs the ongoing developments of the patient focused care organization.
Develops, maintains, and implements a comprehensive business plan for the ACOS/MH Service in accordance with the philosophies of the Medical Center and the mission of the Department of Veterans Affairs.
Analyzes, evaluates, and coordinates administrative and budgetary activities.
Communicates Medical Center's Information Management Plan to Mental Health employees.
Establishes and maintains effective communications with persons from diverse backgrounds, levels of education, professions, and competencies.
Communicates various analyses and information to improve programs and healthcare outcomes and efficiencies that support continuous growth and improvement.
Makes resource allocation decisions (in collaboration with the ACOS/MH) involving resources which include, FTE ceiling, hours of duty, salary budget, supply budget, equipment budget, space utilization, and maintenance contracts.
Develops a method of reporting accurate data into DSS system, to ensure appropriate disbursement of VAMC budget to meet Mental Health Service's annual operating expenditures.
Conducts cost analysis by comparing the proposed program with the present treatment modality.
Develops, maintains, and implements a comprehensive business plan for the ACOS/MH Service in accordance with the \philosophies of the Medical Center.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Identify and implement ways for substantially improving the efficiency and effectiveness of performing the functions of the patient focused care team organization.
Engage in analytical, financial, statistical, and quantitative problem solving and analysis.
Establish and improve policies and procedures,
Assist in the establishment of new and expanding clinical programs.
Skills to plan, organize, and direct team study work to negotiate effectively with management to accept and implement recommendations.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related (transcripts required).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: The work is primarily sedentary, but also demands some standing, walking, bending, light carrying and light lifting. Work can be accomplished in an office environment but may need to work in various medical settings. Includes, but not limited to walk/travel to other sites in the facility, patient care areas, CBOCs, contract locations to procure documents, provide training, and attend meetings.
