Position involves providing a wide variety of administrative tasks for the Environmental Management Service (EMS) associated with maintaining and supporting work performed within the service. Such work includes administrative services such as validating, assisting, advising, and consulting clinical and administrative services on such matters as personnel, equipment, administrative reports, maintenance, and safety programs for SLVHCS.
Duties
The Program Analyst position is organizationally located in the Office of the Chief, EMS and functions under the supervision of the Chief and/or Assistance Chief.
Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of departmental program operations in meeting established goals and objectives.
Analyzes new or proposed legislation or regulations to determine impact on medical facility programs.
Identifies data required for use in the management and direction of programs.
Conducts scientifically valid studies as mandated by various regulatory agencies to evaluate and provide comprehensive insight into numerous factors impacting EMS's operations and the level of satisfaction experienced among GLA staff and patient communities.
Acts as the liaison with Human Resources concerning minor to complex personnel and labor relations issues.
Resolves a variety of day-to-day personnel and payroll issues and providing consultation to line- managers relative to the recruitment and
selection of employees within the framework of the Office of Personnel/VHA regulations.
Interprets program and budget directives, and ascertains that medical facility operating elements understand the directives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
You may qualify based on your experience and/or education as described below:
??????? Specialized Experience: For GS 11 you must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Creating reports, coordinating, and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.).
Accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures.
Perform various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.
