About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Operations Directorate (J3), United States Cyber Command (USCYBERCOM), Fort Meade, MD.

Duties

Identify and makes recommendations to resolve gaps in the readiness reporting process, including developing specialized analytical techniques. Devise project plans (and associated budgets and schedules) to develop new or improved readiness reporting and workforce planning processes and tools. Report current, unobstructed, worldwide force/capability inventory and force/capability commitment, availability, and readiness, and demonstrates ability to readily discern and document the status of cyber forces. Monitor the CCDR’s ability to integrate and synchronize ready combat and support forces and capabilities to execute assigned missions. Monitors the Cyber Force and DRRS for updates and prepares data for action. Support actions required to acquire, develop, and sustain an acceptable level of cyber workforce capabilities in support of Command strategies, and/or to respond to validated CCMD requirements. Monitor and participates in exercises and tests of emergency and personnel mobilization plans, analyzes results, and briefs reporting seniors on findings, including indications that JFP workforce readiness assessments and plans require refinement. Examine existing DoD workforce planning and readiness reporting processes and applies functional knowledge to compare the output and effectiveness of these processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • Must be able to obtain and maintain access to NSA.
  • Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Planning military cyberspace exercises and operations; 2) Coordinating efforts of computer network operators, network analysts, capability developers, or other technical leads to develop plans and procedures; 3) Collaborating with cyber operators, analysts, researchers, developers, testers, or staff members from outside the organization to identify requirements, assign resources and coordinate support; and 4) Performing network reconnaissance and vulnerability analysis to identify network strengths and vulnerabilities to plan/conduct cyberspace operations.
