This position is located in U.S. Department of Agriculture, Departmental Administration, Office of the Chief Economist (OCE). The incumbent provides leadership in the management of business functions in support of the division and works closely within the incumbent's division as well as and across OCE divisions to efficiently and effectively carry out all administrative operations.
Duties
Advises management on the effectiveness of existing operating policies and practices, formulates, and implements administrative management policies, procedures, operations, goals, and objectives.
Works closely with division and OCE management officials to ensure business needs of the customer are achieved. Integrates management needs with the general business processes of the location.
Monitors and routinely analyzes administrative issues related to travel and travel policy and ensures operations are current and do not conflict with established regulations. Advises of the potential consequence and provides recommendations.
Provides advice and counsel on a range of administrative and operational management issues, policies, programs, objectives, and plans. Coordinates communication efforts for major administrative projects/issues.
Serves in a liaison capacity between the division management, division staff, OCE leadership, and various USDA agencies in providing information on matters pertaining to questions of policy and procedure .
Contacts various USDA agencies, on own authority, to obtain information to assist the division management on substantive administrative support functions.
Maintains contact with support staff of officials in other executive and legislative branches of the Government, representatives, and leaders in agricultural fields on matters of concern to the Department and requiring action by the division.
Makes preliminary analyses of material received to determine that division management’s views and division policies are correctly reflected.
Advises management officials regarding procedures, policies, and regulations dealing with recruitment, merit promotion, training and other human resources related activities and manages onboarding/offboarding. .
Ensures the continuity of processes and is a primary source of institutional knowledge on procedures, points of contact, and background issues related to the division’s outputs and activities.
Provides support to the primary advisor and technical resource division management on accounting and financial management matters. Supports all phases of the division’s operating budget formulation, execution and administration.
Serves as lead Federal Travel Agency Administrator (L/FATA) and advises management officials and staff on travel policies, travel cards, vouchers, and authorizations.

Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-11: A.Possessone year of specialized experience, equivalent to the GS-09 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Administrative Officer. For this position, the specialized experience is leading/directing or managing the work of a support staff on financial, human resources, budgetary or administrative topics and conducting reports for summarizing findings for administrative matters. OR
B. Completed a PhD or equivalent doctoral degree or have completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field directly related to the work of this position. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR
C. Possess a combination of education and experience.
