You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT/ PLACEMENT) in the Staffing Department of OCHR NORFOLK OPERATIONS CENTER.

Duties

You will apply comprehensive knowledge of recruitment and placement to advise and assist management in accomplishing their Human Resources mission. You will serve as a Senior Recruiter for internal or external recruitment, dealing with the most difficult recruitment issues received by the team. You will analyze a variety of recruitment and complex pay setting inquiries to troubleshoot and respond to issues related to staffing. You will thoroughly research recruitment and staffing problems from junior team recruiters and makes recommendations in accordance with current federal, DoD, and DoN guidance for resolution. You will perform special projects as assigned for HR training purposes.

Qualifications

GS11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating with management representatives on the development of rating and ranking criteria IAW OPM qualifications standards to prepare job assessments for announcing positions. Experience providing recruitment and placement assistance in applying various hiring authorities appropriately such as VRA, 30% Disabled vet, DHA, etc. to fill vacancies. Experience using personnel and staffing systems to post vacancy announcements, reviewing and rating applications, referring eligibles for federal employment opportunities, and coding personnel actions for onboarding of new hires. OR- completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, or have a combination of experience and graduate education described above that equates to 100% of the requirement. GS12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience handling most difficult recruitment issues by thoroughly researching and analyzing a variety of recruitment/placement issues, complex pay setting, and makes recommendations IAW federal, OPM, DoD, and DON regulations, policy, and guidance towards resolution. Experience providing expert technical guidance to assist junior recruiters in resolving difficult staffing situations, coordinating with management and HRO representatives to determine most efficient avenues to fill vacancies and meet organizational goals. Experience researching HR issues and preparing detailed documentation /responses to review findings, explore alternate courses of action to resolve difficult recruitment problems and fulfill civilian staffing requirements.
