Duties
The primary purpose of this position is: To serve as a senior operations planner/program analyst providing management controls over Air Force planning systems and Unit Type Code (UTC) Force Availability Assessment processes within the Force Generation Operations and Management Branch.
Duties
Directs, manages, analyzes, evaluates issues and develops recommendations to resolve substantive problems or issues for the Command's UTC Force Availability Assessment program; a capabilities-based resource-informed, adaptive, near real-time readiness reporting system.
Manages the Command's DCAPES and JOPES user accounts focusing on UTC Force Availability Assessor and Approver rolls; maintains, develops and distributes the Air Force's latest operations procedures; builds appropriate accounts; assigns roles; analyzes and suggests corrections to field access problems.
Prepares and presents high level reports of conclusive Force Availability Assessment program findings to senior AFGSC leadership, USSTRATCOM and other Global CCDRs' staffs.
Represents Headquarters AFGSC, Directorate of Operations and Communications, Future Operations Division, and AFFORGEN Operations and Management Branch in a variety of functional areas and organizations.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
- The employee must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment
- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. (cont'd)

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Three years AEF experience (military, civilian, or contractor) either on MAJCOM staff or higher is highly desired
- TDY may be required to worldwide locations in support of combatant commander requirements
- Employee may work nonstandard hours to perform duties. During contingency and AFGSC CAT heightened operations, unique working hours (12 hours shift) and long periods of overtime may be required
- When the AFGSC Continuity of Operations Plan (COOP) is activated, employee may be required to deploy to the Alternate Headquarters for more than 30 days
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of the JOPES/DCAPES Program and planning process in or conducting major operations such as apportionment of combat forces, deployment, mobilization, and contingency operations; Knowledge of Military, MAJCOM, and military command structure, missions, JOPES/DCAPES Program, organizational relationships, the sequence and timing of key operational events and milestones, and methods. of evaluating the effectiveness of planning actions as related to actual events; Knowledge of the various command and Air Force entities involved in overall planning and execution of AEF/contingencies operations and evaluations; and Comprehensive knowledge of a wide range of logistics, manpower, and personnel concepts to include ability to use DCAPES/JOPES.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
High in-depth knowledge of Joint / Air Force Time Phased Force Deployment Data (TPFDD), DoD operational planning and contingency planning, MAJCOM deployment requirement and AF reclama processes and GCCS systems such as: Joint Operation Planning and Execution System (JOPES). Deliberate and Crisis Action Planning Execution Segments (DCAPES); Joint Capabilities Requirements Manager (JRCM); Collaborative Force-Building, Analysis, Sustainment, and Transportation (CFAST). Must possess a full understanding of Global Force Management (GFM), Joint Force Provider (JFP), Consolidated Planning Order (CPO), Force Allocation Contingency (FALCON), Manpower and Equipment Force Packaging System (MEFPAK) processes with a relationship to Operational and Adaptive Planning.
Knowledge in all facets of Air Force and MAJCOM JOPES/DCAPES Program policies, goals, and objectives as they relate to the Air and Space Expeditionary Force (AEF) and Joint Force Provider concept of operations for both deliberate and contingency deployment planning.
Knowledge of DoD staff coordination processes and command entities involved in overall planning and execution of operations planning and evaluations.
Knowledge of the substantive nature of agency JOPES/DCAPES Program and activities; agency missions, policies, and objectives.
Knowledge of management principles and processes and the analytical and evaluative methods and techniques for assessing JOPES/DCAPES Program execution and improving organizational effectiveness and efficiency.
JOPES/DCAPES Program ability and skill in gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and packaging the entire process into briefings, papers or reports suitable for use in decision-making. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
