This vacancy is for a Grants Management Specialist in the Minority Business Development Agency within the Minority Business Development Agency (MBDA), Office of Grants Management (OGM), Department of Commerce (DOC), located in Washington, D.C.

Duties
As a Grants Management Specialist, you will perform the following duties:
Plan, negotiate, lead, and/or administer specialized grant/financial mechanisms of various financial assistance programs involving both discretionary and mandatory funding incorporating various legal authorities, and statutory requirements.
Formulate agreements that span several years and are frequently of a complex nature, have a high dollar value and may involve frequent changes in terms and conditions or funding arrangements.
Recommend modifications for continuing, reducing, redirecting, or terminating agreements to minimize risk to the Agency and the U.S. Government.
Develop and/or review complex grant proposals and evaluation of costs and develops special provisions for both competitive and noncompetitive agreements that are characterized by complex financial mechanisms.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: To qualify at the GS-13 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
Administering grants and agreements according to laws, regulations and policies governing federal grants; and
Performing cost analyses of assets and proposals; and
Preparing multi-year agreements with various terms, conditions, modifications and funding arrangements that minimizes risks.
SPECIALIZED EXPERIENCE: To qualify at the GS-14 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Auditing and reviewing all aspects of grants or financial mechanisms, and serve as a technical authority and resource with external grantees; and
Reviews financial status reports to ensure that all obligations meet regulatory guidelines, cost principles, and specific limitations.
