Serves as the Program Support Assistant to the Community Nursing Home Program. the incumbent administratively supporting all Community Nursing Home Program Team Staff; coordinating and collecting necessary data for the program; verifying eligibility in the Program, collaborating with VA Contracting, Coding Section, VA Budget Section, VA Fee Basis Service and other departments throughout the Orlando VAMC and VISN.

Duties

Serves as the point of contact for the Community Nursing Home Program and provide vital program information to the CNH Team, Contracted Nursing Home Staff, local hospital staff and other VA Social Work Service Staff nationwide. Verifies Veterans eligibility for the Community Nursing Program, the coordination of services. Provides guidance and instructions to contracted facilities to aide them in providing required medical documents and invoices for payment. Prepares, modifies and routes all authorizations of care for approved services, as well as, auditing, tracking, reviewing and processing invoices for all authorized services. Supports all administrative functions for the Community Nursing Home Program. Coordinates and collects necessary data for the program. Verifies eligibility in the Program Collaborates with VA Contracting, Coding Section, VA Budget Section, VA Fee Basis Service and other departments throughout the Orlando VAMC and VISN. Manages the Community Nursing Home Program Fund Control Point. Audits invoices received from program vendors and after audit, timely and efficiently process payments utilizing the VA Medical Fee Menu and electronically forward to Fiscal Services for payment, ensuring interest payments are not incurred. Responds to all payment inquiries or discrepancies from VA approved Vendors. Develops and maintains financial spreadsheets, ensuring appropriate utilization of funds, making certain that there are no budget deficits, and be responsible for reporting this information. Maintains and tracks program authorizations, VA Contracting files, CNH Census, Patient Activity Reports. Maintains database, provide available resource information and makes recommendations regarding needs and distribution of these resources, coordinates correspondence for the CNH Program and serve as a vital team member in the daily operation of the program. Applies moderate analytical methods to interpret data and recognize errors and deviations. Provides customer service and care coordination; data analysis and graphing, special CNH Program projects, and performance measures reporting and compiles data utilizing the VISTA and CPRS System, to meet the goals and program guidelines. Manages multiple competing priorities and well as other administrative duties, as assigned. Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework after an orientation period is completed. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Typing Requirement: This position requires a typing requirement of 40 words per minute. In addition, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: verifying eligibility for the program; preparing and routing authorizations for care of approved services; auditing and processing invoices; collecting, analyzing and interpreting data; collaborating with other departments; managing Fund Control Points; and developing financial spreadsheets, ensuring appropriate utilization of funds. Preferred Experience: Experience in processing authorizations, managing consults, data entry and tracking, taking minutes, running reports, written and verbal communications with community vendors, VA team members and leadership. Ability to perform invoice tracking, process and approve invoices, and communicate discrepancies to vendors. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent work requires walking throughout the Medical Center, standing, bending, and carrying items such as books, papers and files.
