The Executive Assistant position is located in the Lincoln Regional Office (RO) - Office of the Director. The Director's Office comprises the executive function overseeing the entire VA Regional Office. The incumbent serves under the RO Director and Assistant Director, providing administrative support and acting as a liaison between the Director and operating staff.
Duties
Specific duties include:
Monitors changes in policy, laws, and directives throughout the organization to provide updates and recommendations on organization procedures to management.
Analyzes and evaluates written material, determines routing and is responsible for everything the Director sees.
Screens all telephone calls for the Director and independently decides on actions required, this includes deciding on meetings or conferences all while treating the caller with respect.
Make arrangements for conferences and meetings, initiating contract, obtaining estimates and available space, time, and people.
Coordinates with Budget Officer (Management Analyst) and higher management regarding allocation of funds for supplies.
Utilize automated systems to perform time keeping duties, submit time cards, and track requests for leave
Ensures the safekeeping of classified or sensitive information and/or materials including Personally Identifiable Information (PII).
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade, GS-07 level does not guarantee promotion to the full performance level (GS-09).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/16/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-07 position you must have served 52 weeks at the GS-05 level.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-07/09 (or higher) and the promotion potential of your current position must be at least GS-09.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-07 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience using automated systems to track schedules and screen phone calls from internal and external customers; AND reviewing, distributing, or reproducing reports on office/organizational policies and procedures.
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least one full academic year of graduate level education or a bachelor's degree with Superior Academic Achievement (SAA), for more information on Superior Academic Achievement please visit OMP.gov
Combination of Specialized Experience and Education: Applicants may combine specialized experience as described above and graduate education as also described above, which totals at least one year. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
GS-09 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 level. Specialized experience is defined as experience managing travel arrangements, timekeeping, and procurement of office supplies through automated systems; AND interpreting, analyzing, and applying policy, regulations, and/or laws to provide reports and recommendations to management.
Education Substitution: Applicants may substitute education for the experience required. A Master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related fields of study. (You must provide transcripts).
Combination of Specialized Experience and Education: Applicants may combine specialized experience as described above and graduate education as also described above, which totals at least one year. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
