About the Position: The Lead Budget Analyst is located in the HQ, COMMUNICATIONS ELECTRONICS COMMAND (CECOM), Deputy Chief of Staff for Resource Management, G8, Budget Execution Division, at Aberdeen Proving Ground (APG), MD.
Duties
Plan resource analysis of organization programs in order to support multiple annual congressional decisions for government spending.
Coordinate with program managers in order to develop forecasts of objections for program execution.
Resolve fiscal policy issues in order to advise program managers.
Perform the full range of budget execution functions for assigned organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While on probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code,
- section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
- Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes: 1) Analyzing budget controls for two or more operating programs working with multiple funds, such as reimbursable funding, and ensures compliance with regulatory, procedural, and policy guidance; 2) Developing monthly budget reports for assigned programs such as forecasting of problems, patterns, or directed actions; and 3) Identifying trends in order to recommend budget reprogramming. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
