You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST of CNSSC MECHANICSBURG NWCF MHA.
Duties
You will generate, recommend, and implement new and revised financial management
concepts, internal controls, methodologies, policies, and strategies in support of the
organization’s programs.
You will serve as the principal advisor to senior managers on the development, implementation and revision of financial management policies, plans, and programs.
You will direct and perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program execution.
You will analyze, plan, schedule, and coordinate the amount, sequencing, and timing of actions in all phases of budgeting needed to formulate and execute budgets for substantive programs.

- This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Qualifying Specialized Experience: (1) Utilizing mastery of budget execution principles and concepts; (2) Applying expert knowledge of budget theories, concepts, methods, practices, and techniques used in the collection, classification, evaluation and presentation of management and reimbursable operational data; (3) Demonstrating extensive knowledge of financial management principles, practices and techniques; (4) Providing solutions to management issues and programs as they relate to resolving accounting, execution, and audit problems/issues in planning, evaluation, control, and resources allocation; (5) Utilizing interpersonal and administrative skills; and (6) Planning, organizing and directing team/taskforce efforts across organizational lines to meet organizational goals and objectives.
