This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command.
It is in the Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA JFHQ-DODIN.
Duties
Serves as the Director of the Personnel and Security Directorate (J1).
Plans overall work of the organization, including establishing goals, objectives, and priorities for subordinate organizations, allocating resources to meet priorities and budget constraints.
Assigns work to subordinate organizations while ensuring subordinate supervisors review their employees’ work for technical adequacy and compliance with established policies, procedures, and regulations.
Supervise subordinate supervisors while providing all facets of civilian and military personnel management to include human resources, performance management, employee relations, and manpower.
Ensures continuing, affirmative application and support of federal, DoD, and DISA policy concerning the equal opportunity and affirmative action programs.
Ensures that J1 security section performs all security management functions of the JFHQ- DODIN Sensitive Compartmented Information (SCI) Program and possessing direct oversight for compliance of all SCI security requirements.
Provides expert advice, assistance, program development, management, and evaluation in all areas of civilian personnel and workforce management to include strategic human capital planning and management; workforce planning and restructuring.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Test Designated Position (TDP). The incumbent is subject to initial and random drug testing.
Qualifications
In order to qualify for this position, you must meet the requirements described below
Qualifying Experience:
To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience organizing, planning, directing, and budgeting for large organizations to include experience in equal opportunity and affirmative action programs. Experience in all facets of human resources, personnel practices, and manpower for military and civilians. Experience in developing, implementing, integrating, applying, and managing a multi-faceted security program.

Education
There is no substitution of education for specialized experience at the GG-15 grade level.
