Duties
This Contract Officer Representative position is located in the Traveler Engagement Division, Office of Civil Rights & Liberties, Ombudsman and Traveler Engagement, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Performs Contracting Officer Representative Level III (COR III)/ acquisition functions for
CRLOTE such as pre-award tasks involving procurements (including interagency agreements), technical assistance or programs of evaluation, research, and analysis.
Conducts acquisition planning, including developing procurement objectives for requirements, determining competition and price range, preparing and maintaining acquisition plans, milestone charts, and related deliverables.
Responsible for the solicitation, analysis, evaluation, and negotiation of proposals and budgets.
Responsible for monitoring performance, negotiating contract changes, administration
modifications, termination, and contract closeout actions.
Carries out assigned procurement actions and prepares all contract documentation in
the procurement process (e.g., Statement of Work (SOW), Independent Government
Cost Estimate (IGCE), Market Research).
Reconciles CRLOTE's Quarterly Verification and Validation of Undelivered Orders data call. Develop, maintain and deploy acquisition management process improvements and efficiency actions plans for CRLOTE.
Prepares Inter-Agency Agreements for approval by the Resource Management Office
(RMO).
Reviews and drafts agreements. Negotiates with CRLOTE Program Managers
as needed if submissions are not in line with appropriate policy and guidance.
Coordinates with RMO Subject Matter Expert (SME) and OTHER Agency Point of
Contact (POC) to ensure legal sufficiency of all agreement terms and conditions and
negotiation clauses as terms and conditions may differ from those of the standard
approved template.
Assists in preparing briefings and makes presentations to customers or CRLOTE Senior
Leadership that may include Contract Kickoff Meetings, Procurement planning/status
meetings, and weekly PR/Contract action Review meetings.
Ensure proper management and execution of the Government Purchase Card.
Confirms established internal and TSA-wide policies and procedures are followed for
Sensitive Security Information (SSI) and CRLOTE's Records Management program.
Initiates and implement process improvements within CRLOTE.
Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-09 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Performing contract development, contract surveillance, and contract management; develop statements of work; review and evaluate contract candidates and provide comments and recommendations; monitor contract compliance; assist in all pre-award, post award, and contract closeout duties.
To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Performing professional contracting work; providing guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; preparing and developing solicitation documents such as the statements of work, evaluate proposals, perform cost/price analysis, and monitor contract compliance.
Experience as a delegated Level III Contracting Officer's Representative (COR) is required.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
