As a Client Planning Manager, you will provide strategic advice, recommendations, and solutions to and/or resolve complex issues for PBS clients.
Location of position: GSA, Public Buildings Service, Planning Division in either Portland, OR; Spokane, WA or Tacoma, WA.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Uses all resources in the planning stages, including Local Portfolio Plans, Account Plans, and Customer Portfolio Plans. Identifies and manages opportunities - marshals regional GSA expertise to deliver value to customer agencies. Assists in assembling subject matter expert teams to develop innovative, cost effective, and sustainable workplace solutions to meet customer needs, connecting demand with supply. Evaluates and communicates these business opportunities (client portfolio planning, sustainability, workplace redesign, etc.) with regional leadership and business line staff; develops and validates the economic value proposition for both the client and GSA and evaluates and demonstrates the benefits and risks associated with the proposed or planned client solutions, activities, and/or agency policies.
Serves as a primary contact to the customer by managing his/her customer accounts; being proactive in assessing customer needs and/or requirements; managing customer expectations; being aware of customer's national initiatives and/or issues; and understanding PBS policy/procedures to ensure information is provided to the customer. Provides support in the development of responses to customer inquiries and assists in the resolution of transactional and/or systemic customer issues/problems (service delivery, project delivery, GSA business practices, etc.) within control of their assigned business lines.
Proactively builds relationships across the region, with National Office, and in the client agency to develop a network to support customer service issue resolution.
Reviews expiring client agency assignments to eliminate inadvertent lease and assignment extensions. Strategically monitors all client agency occupancy assignments for proximity to expiration dates. Assists project team in the early analysis of occupancies through collaboration with asset managers, real estate professionals, work-place specialists and other experts as needed. Informs by an understanding of evolving client mission needs and decision-making parameters. Assist in the development of proposals and options based on complexity of projects, in an effort to optimize the Federal footprint and bring the best value to the taxpayer as a proactive approach to engaging clients.
Serves as a negotiator between GSA and customer on issues within transactions to mediate problems, issues, or concerns that arise, as needed, to ensure a consistent customer experience.
Requirements

The GS-12 salary range starts at $88,860 (Portland), $82,830 (Spokane) or $92,123 (Tacoma) per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is experience performing strategic account management in relation to workspace/real estate needs, which includes identifying, planning, implementing and managing client service strategies and solutions. This experience should include:
resolving ill-structured space problems through critical and creative thinking;
applying sound project management principles in developing and collecting strategic space requirements;
conducting in-depth research and analysis to support strategic initiatives;
managing complex portfolios that align with program and agency goals and performance measures and
building and sustaining customer relationships.
