You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Department of the Navy's Office of Legislative Affairs (OLA) of OFFLEGAFFAIRS WASHINGTON DC.
Duties
You will ensure system processes are operating according to established schedules and procedures, monitor and communicate process-related issues, and recommend system enhancements to financial management systems.
You will ensure disbursements are properly prepared, submitted and reviewed, ensure funds are accounted for in accordance with financial auditability standards, and ensure compliance with Financial Improvement Audit Readiness guidance.
You will prepare and submit programming and budget formulation exhibits, submit unfunded requests and justification statements, prepare executing-funding documents, and prepare financial reports for presentation and justification.
You will review administrative audit reports to identify, monitor and communicate process related issues.
You will oversee and manage the Navy/Marine Corps Legislative Fellows resource requirement process, the internal Congressional Claims Audit Program and the OLA Procurement Program.
Requirements

Qualifications
In order to qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience retrieving information from payroll systems by generating reports.
Experience utilizing a variety of analytical techniques and systems (such as Secretariat Automated Resource Management Information System (SARMIS), Standard Accounting Budgeting Reporting (SABR) and other application tools) to generate reports.
Experience ensuring disbursements are properly prepared, submitted, and reviewed and funds are accounted for.
Experience ensuring compliance with laws and regulations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a Ph.D. or equivalent doctoral degree that is directly related to the position being filled.
or
Successful completion three "3" full years of progressively higher level graduate education leading to such a degree
or
Successful completion LL.M., if related
