This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Participate in the development and application of program level strategy in order to guide Enterprise Resource Planning (ERP) solutions.
Duties
Supports management, administrative and/or technical work of the organization.
Participates in oversight of projects and programs, makes decisions on work problems and administrative proposals, and coordinates with others within and outside the organization on program accomplishment and collaborative efforts.
Serves as expert analyst and recognized authority responsible for broad projects/program areas in one or more administrative/business fields for the information technology resources.
Serves as expert analyst, which includes Army organizations, operations and policies in order to provide assistance and support for operations, systems acquisition, and lifecycle management activities.
Establishes policies and formulates procedures for the operation of the enterprise computer systems, and serves as technical authority in the areas of applications systems design and analysis.
Identifies where program or personnel adjustments are needed and formulates recommendations for management.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Engineering and Technical Management within 36 months of entrance on duty.
- Selectee must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive Confidential or access for the duration of employment. A background investigation and credit check are required.

Basic Qualification: To qualify you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02) in the Federal service which includes: 1) Utilizing test automation tools such as Tricentis to create, execute, manage, and analyze automated test scripts and processes for SAP applications across an enterprise; 2) designing and developing organizational strategies to automate testing processes; 3) creating metrics and preparing test reports related to automated test execution; 4) Implementing process improvements within organizations.Some Federal jobs allow education to be substituted for experience.
This non-supervisory position is subject to a salary control point equivalent to the GS-13, step 10 base salary.
