This position is located at the Tomah VA Medical Center in Tomah, WI. The primary purpose of this position is to perform a management and analysis and act as the facility liaison for the Director's office. This position unilaterally provides support, advice, and recommendations on all matters relative to the coordination, integration and synchronization of staff actions, events, and activities.
Duties
Major duties:
Provides assistance on requirements in the section maintaining logs of administrative tasks of the other administrative positions.
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as review of databases, and comparisons of past, present, and related programs.
Maintains electronic and paper records of applicable correspondence.
Analyzes data collected to create improvement processes and maintain documentation.
Trends and analyzes data to assist senior management in decision making.
Reviews and studies administrative processes to identify such procedural problems such as the duplication/overlapping of clerical functions, or the need for revision of program procedures.
Completes a comprehensive review of all incoming requests on Congressional offices and other federal agencies.
Tracks corrective action plans to completion, proofreads and edits all correspondence in accordance with VA policies.
Ensures overall accuracy and clarity of their content; ensures correspondents are in compliance with required specification and brings to the attention of the submitting Directorates discrepancies requiring corrections or clarification.
Work Schedule: Full time, Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in positions that required knowledge and skill in communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; Maintenance of confidentiality of patient/employee information, electronic and print; Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues and problems; Knowledge of organizations, programs, and requirements of health care delivery systems in general, as well as within VA.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a masters or equivalent graduate degree, or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree, or LL. B or J.D., if related to the Management & Program Analyst position, and if such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college or university, may be substituted to qualify for this grade 9, Management & Program Analyst position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts Required.

Combination: Applicants may also combine education and experience to qualify at this level. You must posess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to a GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is described above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
Work environment: Work is performed in an office setting with occasional visits to areas within the service as well as throughout the Facility. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
