The primary purpose of the position is to function as the Electronics Program Analyst (Informatics) (EPIA) within the Facility Service Line, Electronics Department to perform work at the VAMC Tomah campus and its Community Based Outpatient Clinics (CBOCs).
Duties
This position requires a highly skilled individual with IT expertise in Facility Special Purpose Systems (FSPS) such as; cameras, temperature monitoring, guest wi-fi/television, door access, patient and staff locating; building automation systems: overhead announcements, duress system, fire alarms, nurse call, servers, routers, network switches and all related infrastructure to support the effective use of technology in optimizing networked complex FSPS devices, systems and operational efficiency. **This position is not part of the EHRM system**
Major Duties
Maintains knowledge of state of the art in Facility Special Purpose System (FSPS) Technology including software/hardware advances, network protocols, and vendor changes.
Manages, troubleshoots and maintains complete systems of computerized networks, databases and servers including but not limited to camera, temperature monitoring, guest wi-fi/television, door access, patient and staff locating, overhead announcements, duress system, building automation systems, and fire alarm systems.
Conducts tests to analyze usability, sequencing, flow, and drawing on extensive IT network knowledge with VLAN, WAN, Virtual server cluster, and informatic practices ensuring adaptability of the workflow processes and provides feedback to VA and vendor developers.
Leads and manages installation or upgrades projects for Facility Special Purpose System (FSPS) devices. This includes but is not limited to pre-implementation of performance measurement and evaluation data to manage network servers planning and coordination with end users, vendors, and other on-site support staff (OIT, Informatics, SPS, etc.)
Collaborates with staff to develop system requirements, system capabilities and limitations. Develops and oversees databases related to Facility Special Purpose Systems (FSPS) such as network switches, servers, routers, and all related infrastructure.
Facility wide life cycle management of network/IT equipment and Facility Special Purpose System (FSPS) including but not limited to network switches, servers, routers and related infrastructure for any and all networked complex FSPS devices and systems.
Designs, implements, and manages network incident response due to out of date/forbidden software, loss of service or regional and local policy changes according to VA guideline, ensuring data quality, accessibility, and security across the organization.
Maintains inventory documentation of assigned networked-attached Facility Special Purpose System (FSPS) equipment/systems to include electronic Virtual Local Area Network (VLAN), IP addresses, Access Control Lists (ACL), anti-virus software, and other necessary information.
Provides technical training and mentoring to peers and end-users.
Performs functions as a VHA Contract Officer Representative (COR) for vendor contracts under their responsibility.
Work Schedule: Full time, Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in Facility Special Purpose System Informatics and applications; experienced knowledge of national databases, analytical techniques and clinical support system applications and development techniques; comprehensive knowledge of the range of analytical and evaluative methods related to knowledge of informatics protocol, regulations, programs and processes related to informatics; skill in optimizing the use of available and emerging health information technologies to improve access to care for patients, and knowledge of emerging state of the art technology; Comprehensive knowledge of the data life cycle including data design, collection, and management in order to input, retrieve, analyze, summarize and present information effectively.

Physical Requirements: This work requires moderate physical exertion and can involve prolonged periods of pushing, pulling, carrying, bending, stooping, crawling, crouching, reading inside of devices, and negotiating cramped working spaces. Frequently work may be performed inside close enclosures and in awkward positions. Work may also require long periods of standing and walking. Work can entail handling object weighing from 20 to 50 pounds. Some tasks involve climbing and working in high places using ladders or platforms. Adequate eyesight and dexterity is required to perform reading of diagrams and intricate repair operations. Technical, academic, and mental demands can be considerable as work performed
will be of a precise nature and may require prolonged concentration. Stressful conditions may occur
due to the nature of the medical system mission in support of patients, staff and rapid timelines.
