The Tomah Veterans Affairs Medical Center is recruiting for a Management Analyst to act as a liaison between the Community Based Outpatient Clinic (CBOCs), Medicine Service and the rest of the Medical Center by providing administrative and operational oversight.
Duties
Duties include, but may not be limited to the following:
Provides administrative oversight and operational management to a service or department.
Coordinates administrative and business functions such as wait times, PACT initiatives, quality measures, budget, etc.
Uses a wide range of specialize and technical methods to evaluate and provide consultation to management.
Conducts complex analysis of a variety patient care issues to ensure compliance and meeting of standards.
Conducts studies of various programs, analyzes the findings, and makes recommendations to the efficacy of work processes.
Plans activities and projects including the development of business plans, long and short-range goals, resource allocation and staffing levels.
Works with other staff in investigation and resolution of issues related to administrative and contractual functions.
Demonstrates and develops staff in interpersonal skills fostering team building, communicating and customer relations.
Work Schedule: Monday through Friday, 08:00 am - 04:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative oversight and operational management; analyzing data and making recommendations on the work processes; applying policies and procedures; developing organizational goals, allocating resources, and analyzing staffing levels; identifying complex administrative problems and developing solutions; maintaining computerized databases or information tracking systems; collecting, compiling, and organizing information; and using computer systems or applications to access, create, edit, or retrieve data. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 2 years of graduate study is creditable towards meeting the specialized experience requirement. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, and carrying of light items. This position also requires significant travel to ensure the efficient operations of the assigned CBOC's.
