The Management Analyst serves in a consultant role to hospital leadership (primarily the Associate Director) providing evaluation, guidance, recommendations, and oversight of activities related to workload capture, resource utilization, information management, revenue enhancement, and VERA funding. The incumbent executes responsibilities through analyses, measuring, coordination, planning, administration, development, delegation, and good judgment.

Duties

Major Duties Include but not limited to: The incumbent conducts studies, analyzes findings, and makes recommendations to management (on a quantitative or qualitative basis) regarding the effectiveness and efficiency of substantive, revenue management program operations in order to meet related goals, mission and objectives. Collects and examines data from the VERA model and the Allocation Resource Center to assess whether the facility is being reimburse appropriately for caseloads. Develops and implements action plans to ensure the workload capture is appropriate and that patients are categorized into the proper VERA Price Group. Researches and investigates new or improved revenue enhancement practices for application to hospital programs or operations which requires an understanding between the administrative processes and the program's mission. Examines all Price Groups in the VERA model for the uniques at Tomah and ensures that the appropriate funding reimbursement occurs for these patients. The incumbent plans, develops, and conducts formal and informal training programs relevant to budget funding and revenue enhancement processes including workload/cost, reporting, and data, validation, certification. The incumbent develops training materials or other tools to assist managers in utilizing data and reports that are produced. The incumbent ensures comprehensive documentation regarding all data produced. Conducts surveys or reviews of Service Lines, as requested by the Director or staff, to evaluate resource utilization, workload/cost reporting, data validation activities, etc. and provide written reports on findings along with recommendations for improving program activities. The incumbent serves as an expert resource and technical advisor for facility management staff pertinent to program responsibilities, assuring data and information are effectively communicated. Maintains and promotes an effective and productive relationship with medical center staff to assure facility activities are accomplished in a timely and accurate manner without major disruptions to the medical center. The incumbent maintains an effective working relationship with other facility management staff in coordinating cross-organizational activities and information. The incumbent exercises initiative and collaborates effectively with complex and competing activities. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: At least one (1) year of specialized experience equivalent to at least the GS-9 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience for this position consists of: experience in positions that required knowledge of a wide range of specialized analysis tools and techniques and ability in applying this knowledge in the performance of complex work assignments; ability in preparing project papers and staff reports; ability in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations and negotiating solutions; knowledge of pertinent laws, regulations, policies and precedents which affect the use of clinical and related support resources; knowledge of major clinical issues, program goals and objectives and work processes of a medical facility; and knowledge of adapting analytical techniques and evaluation criteria to the measurement and improvement of healthcare effectiveness and organizational productivity; ability in oral and written techniques sufficient to develop and present formal briefings, outreach materials, statistical data, and reports; and advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers. OR Experience: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related, may be substituted for specialized experience to qualify for this grade 11, Managem3ent Analyst position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Transcripts Required. OR Combination Education and Experience: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Management Analyst position may be used to meet the experience requirements for this position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. Transcripts Required. GS-12 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in positions that required extensive knowledge of a wide range of specialized analysis tools and techniques and skill in applying this knowledge in the performance of complex work assignments; skill in preparing project papers and staff reports; skill in organizing nd delivering briefings to managers to encourage understanding and acceptance of findings and recommendations and negotiating solutions; knowledge of pertinent laws, regulations, policies and precedents which affect the use of clinical and related support resources; knowledge of major clinical issues, program goals and objectives and work processes of a medical facility; and knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of healthcare effectiveness and organizational productivity; skill in oral and written techniques sufficient to develop and present formal briefings, outreach materials, statistical data, and reports; and advanced communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers.
