You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Department of the Navy (DON) Civilian Benefits Center (CBC) of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will research to analyze and resolve civilian retirement problems using comprehensive knowledge of retirement laws, regulations, and procedures.
You will provide counselling services on various retirement systems as well as delivering retirement and benefits briefings, training in TSP, FEHB, and FEGLI.
You will utilize HR personnel systems and computer software to prepare retirement annuity estimates and deposit, redeposit, and post-56 calculations, to include manual calculations of time rendered in different agencies such as NAF.
You will verify and certify services for special retirement positions to ensure proper approval for special retirement coverage.
You will review employees records for any retirement plan errors, and process the necessary corrections for resolution.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience preparing and processing optional retirement applications for submission to OPM, with a high level of accuracy and timeliness.
Experience counseling on retirement, health benefits, life insurance, and providing general support to employees, supervisors, and managers.
Experience using fact finding, analytical, and problem solving techniques to review retirement eligibility, service computations dates, retirement coverage, creditable service, USERRA, and civilian/military service deposits.
Experience using HR personnel systems to appropriately code and process benefits actions, prepare retirement annuity estimates, and deposit/redeposit calculations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
3g full years of progressively high level graduate education leading to such a degree or LL.M., if related;
OR
combination of education and experience that equates to 100% of the requirement.
