About the Position: The person in this position will serve as Supervisory Financial Specialist of the Accounting Department with responsibility for supervising a staff of Accountants, Resources Management Analysts, Accounting Technicians, Defense Travel Technicians, Uniform Business office staff, Purchase Card Technicians, and Civilian Pay Technicians, Support Agreement and Internal Controls staff.

Duties
Provide guidance to supervised employees and staff elements including publication of Installation Financial Management directives and procedures.
Develop, implement, and maintain internal controls to ensure financial reports accurately reflect the actual position of the organization and adequate controls are in place to track funds received through various channels.
Identify and monitor trends in the installation financial management system.
Monitor financial information to ensure accuracy and provide guidance on the management actions or alternatives which can be taken when available data discloses unfavorable trends, situations, ratios, or deviations from standards.
Responsible for meeting requirements of the Financial Management Regulations (FMR) and GAO standards to ensure appropriate allocation of resources for reliable financial reporting and audit readiness.
Ensure payroll operations run according to applicable DOD guidance.
Ensure all reports and key supporting documentation are properly stored and available for audit purposes.
Perform first line and second-line supervisory responsibilities over a number of contractor and General Schedule (GS) positions at the GS-7 to GS-12 grade levels.
Conduct meetings/interviews with directors, program managers, employees, and supervisors to analyze problems and develop possible solutions relative to those systems.
Maintain the organizations Debt Management Program to ensure procedures promote debt avoidance.
Interpret and clarify Branch policies and resolves operational problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes providing professional accounting/financial and/or budgetary advice and assistance; and utilizing financial systems and/or programs to enter and retrieve financial/budgetary data; reviewing financial reports to determine compliance with policies; assisting with workload distribution among subordinate employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
