This position is located within the Planning, Construction & Analysis (Projects) section of Facilities Management Service (FMS) at the VA Medical Center in Pittsburgh, Pennsylvania. The Engineering Technician prepares designs, plans, specifications, scopes of work, and cost estimates for projects, serves as a technical advisor during contract negotiations, and is responsible for conceptualization, programming, design development, and activation of projects.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties and responsibilities include, but are not limited to, the following: Maintains engineering files, space files, as as-built conditions drawings Utilizes AutoCAD, Revit, Building Information Modeling (BIM) and other software packages Compiles and analyzes drawings and sketches Performs field surveys, field verification, and analyzes/records existing conditions Resolves complex interrelated problems and issues when developing design packages (drawings, specifications, cost estimates) Develops new processes/procedures Prepares digital files Prepares engineering construction document packages, cost estimates, engineering reports, and analyses, etc. Maintains working files, records, drawings, etc. Maintains all existing plotting and scanning equipment Orders and maintains supplies Provides technical support Performs other related duties as assigned. Qualifications

To qualify for this position at the GS-9 grade level, applicants must meet at least one of the following: SPECIALIZED EXPERIENCE: Applicants must possess one (1) full year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-8 grade level in the Federal Service. Qualifying specialized experience includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: planner and estimator who analyzed designs for production purposes; instrument maker or model maker who performed design or development work on devices fabricated. Specialized experience also includes providing specialized program services related to reading and preparing drawings/specifications, CAD (computer-aided design), program support, and utilizing knowledge of construction and engineering specifications. (Experience must be documented on resume) ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of two (2) full years of graduate education or a master's degree directly related to the work of this position meets the requirements for the GS-9 level. This education must have been obtained in an accredited college or university. (Transcript Required) ~OR~ COMBINING EDUCATION AND EXPERIENCE: Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. (Transcript Required) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Attention to DetailBuilding and ConstructionEngineering and TechnologyTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: You must work throughout all areas of the VA Pittsburgh Healthcare System. Regularly conducts onsite inspections of work sites which may require going in out-of-the-way areas such as interstitial areas, pipe chases, roofs, attics, etc., which may require kneeling, bending, stooping, crawling, climbing, etc. Must be able to don and wear all required personal-protective equipment (PPE) as required depending on the areas entered. Project demands periodically require work at other than normal administrative hours. Must carry a ladder to complete investigative and inspection work and may be exposed to extreme heat and/or cold and heights. Work Environment: Most work is done in general office settings, construction sites, and mechanical areas. The employee may be exposed to moderate discomforts and unpleasantness such as adverse weather conditions on construction sites.
