This position is located in the Bureau of African Affairs, Executive Office, Post Management Division (AF/EX/PMO). The incumbent serves as a senior action officer with responsibility for providing advice, guidance and support in the development, coordination, and implementation of a broad spectrum of management and operational policies and issues for the assigned AF posts (e.g., financial management, human resources, supply chain, and other program areas impacting effective post operations).
Duties
Plans, coordinates, and implements a broad range of administrative operation policies and management support programs consider departmental and USG requirements, policies, and laws with those of the host nation and specialized requirements of posts.
Develops action plans and proposes solutions for management and administrative operational problems/issues, including personnel and resources occurring throughout the AF Bureau.
Oversees/assists with official visits by the President and/or First Lady, Members of Congress, the Secretary of State, and other Executive branch, cabinet level officials and other VIPs.
Represents and advocates AF and post positions on resource and administrative policy matters within the Department and with all other USG agencies and with assigned bureaus within his/her functional portfolio.
Drafts substantive papers as appropriate and actively participates in these in-depth briefings on a range of topics in the M family.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing support programs in the following functional areas: finance, human resources, facilities, information management.
Experience drafting memos to high-level officials on complicated issues and obtaining multi-level clearances until final approval.
Experience briefing and interacting with principals, liaising with multiple bureaus and offices domestically and overseas to achieve desired objectives.
There is no substitute of education for specialized experience for the GS-14 position.
