You will serve as a Financial Management Analyst in the Comptroller Group, Business and Financial Operations Department, Mission Support Division of NAVAIRWARCENAC DIV.

Duties

You will advise on work in any of the phases or systems of budget administration. You will perform duties such as formulation of budget/estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will review and evaluate budget requests; control, and reporting of obligations and expenditures. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets; and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• You must obtain and maintain required levels of certification and/or license or training as a condition of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of Navy financial systems to include Navy ERP; 2) Knowledge of the concepts, principles, practices, laws and regulations of budgeting and/or finance; 3) Knowledge of the planning, formulation, and execution of program's resource and budget requirements.
