The incumbent serves as the Supervisory Management Analyst for Clinic Management, Systems Redesign and Performance Measurement (PM) for the STVHCS Physical Medicine and Rehabilitation (PM&R) Service, working under the Health Systems Specialist for PM&R Service.

Duties

Major Duties: Develop data collection, storage, maintenance and reporting methods of databases to track performance measures, action plans, professional practice evaluation data and other quality indicators. Monitor and report on trends in performance measure data at multiple facilities across the region. Identify programmatic problem areas or inherent weaknesses in policy and procedure by reviews both internal and external. As supervisor, incumbent will plan work to be accomplished by subordinates, set and adjust short term priorities, and prepare schedules for completion of work; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluate work performance of subordinates. Give advice, counsel, or instruction to employees on both work and administrative matters. Incumbent will hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager, as well as conduct fact findings and resolutions for patient complaints; effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Perform collection compilation, analysis and or tracking of data and statistical information to develop solutions improve the productivity, efficiency, and effectiveness of organizational and program operations. Gather data to support program manager's assessment of clinician and physician workload, clinical access, clinic utilization, historical and open encounters, consult management, and performance measure data from national databases. Gather, validate and interpret data in a variety of formats; may prepare and present data for meetings and reports. Coordinate with other services to identify and correct errors that may affect productivity and costing of assigned Physical Medicine and Rehabilitation staff. Analyze workload and patient demand to adapt clinical schedules and grids to ensure proper physician workloads and effective, efficient utilization of clinical assets. Assist in identifying problem areas and provide management with solutions to correct poor work situations, and prevent potential problems, including staff shortages. Collaborate on written and verbal reports in response to requests from leadership to identify, analyze, and present issues and/or solutions to maintain program requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of principles of financial management, personnel management, organizational structuring and strategic planning; Knowledge of pertinent laws, regulations, policies and precedents which affect outcomes of patient care and related support resources; Knowledge and skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of the Systems Redesign and clinical program effectiveness; Knowledge and ability to work with numerous and varied computer software programs; Knowledge and ability to utilize Personal Computer applications, including Microsoft (MS) Word, MS Excel, MS PowerPoint and MS Outlook, to collate and manipulate data, conduct analyses and develop reports, presentations, monitors, and correspondence; Ability to adapt to changing situations, to modify plans and demonstrate flexibility in changing circumstances; Skill in written and oral communication to prepare and present findings and recommendations to both Section staff and Senior Leadership, carry out specific actions regarding controversial issues, and gain acceptance of new health care delivery concepts and methods; Ability to assist in business planning, and therefore, ability to plan, schedule, and conduct projects and studies to evaluation and recommend ways to improve the effectiveness and efficiency of work operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. You will be rated on the following Competencies for this position: Data Management Leadership Organizational Performance Analysis Critical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
