You will serve as a MANAGMENT AND PROGRAM ANALYST in the Business Office
Department, Business Services Division, Administrative Support Branch of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.
Duties
You will review all submitted documentations for the purchase request.
You will be responsible for certifying monthly invoices for payment and ensuring the proper use of the GCPC through approvals of all card holders purchases
You will provide support and direction to the card holders/supply technicians and purchase requisition
creators to help resolve issues and disputes with vendors and internal customers.
You will audit processes is to ensure that the incumbent understand that the purchase
requests are appropriate, legal, and mission essential.
Requirements

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have at least one year of Management and Program Analyst specialized experience equivalent to the GS-7 grade level in the Federal Service or equivalent pay band or equivalent experience in the private sector that demonstrates a thorough knowledge of the Government Commercial Purchase Card (GCPC) program including Government purchasing regulations, procedures, contract provisions, industrial practices and program management principles. I also have experience reviewing all submitted documentations for the purchase request and invoice payments of Government contracts. Examples of specialized experience may include: 1) Audit processes is to ensure that the incumbent understand that the purchase requests are appropriate, legal, and mission essential; 2) Provide technical direction and training to cardholders and the proper use of the Government Commercial Purchase Card (GCPC) 3) Have strong written and oral communication skills in order to clarify and answer any questions pertaining to the GCPC; 4) Responsible for ensuring that transactions of individual card holders meet the legal requirements for authorized purchase card transactions; and 5) Has experience with the oversight of the GCPC and program changes impacting card holders and their ability to use their purchase cards.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
