This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the JPEO-CBRND Liaison Officer to the United States Indo-Pacific Command. The selected applicant will be assigned to the JPEO-CBRND Headquarters staff and report to the Assistant JPEO for Strategic Engagements. The duty station for this position is Fort Shafter, Hawaii.
Duties
Serve as the JPEO-CBRND Liaison Officer to the United States Indo-Pacific Command (USINDOPACOM) overseeing efforts of the JPEO-CBRND and associated customers as they relate to the USINDOPACOM mission.
Provide expertise and assistance to Joint Project Managers (JPMs), Joint Project Leads (JPLs), and other senior JPEO-CBRND staff with acquisition plans and reviews pertaining to stakeholders.
Participate in Joint, multi-functional, CBRND specified Integrated Process/Product Teams (IPTs) and Operational Working Groups (OWGs) to identify problems and potential gaps in acquisition programs.
Work with CBRND Enterprise and stakeholders to generate, validate, and approve requirements that feed into the Joint Capabilities Integration and Development System (JCIDS) systems/processes.
Orchestrate, support, and facilitate JPEO-CBRND site events and meetings to address issues concerning integrating current and emerging requirements and capabilities.
Track concepts and requirements being developed for JPEO-CBRND and associated customers within the CBRND community by monitoring and supporting studies, activities.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Qualifications
The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces.
JPEO-CBRND is in an acquisition demonstration project. We offer competitive salaries, pay banding, and pay for contribution. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system. This position is subject to the NH-04 tier two salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits salary for this position to a max of $170,874 (GS-15, step 7).

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-12/13).
Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service which includes: 1)Experience overseeing Chemical, Biological, Radiological and Nuclear Defense (CBRND) programs; 2) experience providing advice and assistance during acquisition plan development and reviews within the CBRND defense space; 3) experience monitoring and supporting studies, activities, and capability needs assessments. 4) Conducting liaison between complex organizations and providing connectivity in support of planning and development activities.
