About the Position: This position serves as a Program Analyst for the Joint Activities Command located in Fort Liberty, North Carolina. This is a developmental position to the target grade of GS-12. Management may hire at any grade level (GS-11 or GS-12).
Duties
Analyze command input, trends, and program inconsistencies considering funding and appropriation constraints and regulations.
Develop strategic plans from inception through the command's Program Objective Memorandum and budget cycles.
Develop and recommend solutions to alleviate adverse impact on command resource levels in the out years and improve the efficiency and effectiveness of the command's programs.
Review and analyze Program Objective Memorandum input for conformance with guidance and instructions.
Prepare analysis of total resources (manpower and dollars) considering the command organization, missions, functions, programs, goals and objectives at the line-item level of detail.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- This position requires a Level II Financial Management Certification. Incumbent must be able to obtain and maintain this certification.
- Position may be subject to one year probationary period unless previously completed.

Specialized Experience GS-11: One year of specialized experience which includes Assisting in the analysis of total resources such as manpower and dollars; Assisting in the preparation of programming documentation such as budget estimate submissions and cost justifications ; Preparing budget data using spreadsheets, such as excel for POM submission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 09).

Education: Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes Preparing analysis of total resources such as manpower and dollars; Analyzing Program Objective Memorandum (POM) and budget cycles to assess impacts on POM and command resources; Preparing budget data using spreadsheets, such as excel, for POM submission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 11).
